About Huffman-Broadway Group, Inc. Huffman-Broadway Group, Inc. (HBG) conducts environmental studies and provides regulatory permitting services for projects that impact natural resources such as wetlands, special status species, and sensitive habitats. HBG was founded in 1984 by Terry Huffman, PhD. Dr. Huffman was the Chief Wetlands Scientist for the US Army Corps of Engineers (Corps) from 1976 to 1981, when he developed the Corps/US EPA wetlands definition and the three-parameter methodology for determining wetland boundaries that drives the wetland delineation and permitting processes of these agencies today. For nearly 30 years, HBG has been providing private sector and public agency clients with biological and jurisdictional waters studies required by regulatory agencies for project authorization. Our professional staff consists of a number of former key environmental regulatory and environmental resource agency personnel with significant knowledge of agency regulations, policy, and internal procedures. The skills among our professional staff include relevant technical areas such as regulatory permitting, environmental management, wetland ecology, hydrology, soil science, botany, wildlife biology, and project analysis and mapping using Geographic Information Systems. This valuable expertise aids in facilitating the project authorization process. Clients often choose HBG over other consulting firms to obtain agency permits given our in-depth experience with the regulatory process, excellent working relationships with agency staff, and our proven ability for successfully permitting projects with significant and complex development challenges. We take a team approach and work collaboratively with our clients and their other consultants to develop strategic, cost-effective, and creative permitting solutions that enable our clients to implement their projects. We have conducted biological constraints/impact assessment studies and we have permitted a wide range of projects involving multi-agency jurisdictions. While most HBG projects are within the western states, from the inland desert to the Pacific Coast, we also have significant project experience working in the Pacific Northwest; Northeastern and Southeastern US, including the Atlantic and Gulf Coasts; Alaska; Hawaii; and Latin America (Puerto Rico, Bolivia, and Brazil). HBG is a Veteran Owned Small Business (VOSB) and a member of the State of California's Small Business Participation Program (Supplier #48406)
